Safe Abortion Services Directory

Last updated: April 30, 2026.

Mexico is home to organizations, collectives, networks, and institutions that support and accompany people in their decision to access safe abortion care.

The National Center for Gender Equity and Reproductive Health is the unit within the Undersecretariat for Prevention and Health Promotion responsible for national policies that contribute to improving the sexual and reproductive health of the population. This unit gave rise to the creation of a public hospital network that provides access to safe abortion care across the 32 federal entities, in accordance with the current legal framework.

This hospital network is known as Safe Abortion Care (SAS, for its Spanish initials). SAS operates within medical units of the health services of each federal entity. These services provide outpatient care for both spontaneous and induced abortion during the first trimester, provided that users’ general health conditions and preferences allow for it. Care is delivered by technically competent multidisciplinary teams using safe technologies (medication and manual vacuum aspiration), pain management during the procedure, and post-abortion contraception.

The Technical Guidelines for the Provision of Safe Abortion Care in Mexico establish that, in accordance with the current legal framework, individuals may request the termination of their pregnancy or receive care for any clinical variant of spontaneous abortion at SAS facilities when the pregnancy is within the first trimester. In cases involving greater complexity or pregnancies beyond the first trimester, care may be provided at other medical units that offer obstetric services. If the attending facility lacks the capacity to provide definitive care, or when users are not candidates for outpatient care and require hospital-based management, the facility must carry out an effective referral without delay (including prior stabilization and transfer, if necessary) to a unit that does provide safe abortion care or has gynecology and obstetrics specialists. The receiving facility must provide definitive care as soon as possible and ensure continuity of care.

Public health institutions in Mexico are obligated to guarantee the right to reproductive health. If you are denied services at a SAS facility in any federal entity in the country, you can contact GIRE for guidance and accompaniment.

Since January 2025, the Institute for Social Security and Services for State Workers (ISSSTE, for its Spanish initials) has guaranteed access to voluntary abortion for any rightful claimant who requests the service—regardless of the reasons for their decision—in accordance with the regulations in force in each federal entity. You can consult the list of ISSSTE medical units that provide safe abortion care here.

Likewise, in December 2025, IMSS Bienestar released a directory listing the hospital units that provide safe abortion care in the 23 federal entities where it operates. You can access the IMSS Bienestar safe abortion care directory here.

In March 2026, the Mexican Social Security Institute (IMSS) strengthened access to abortion services by issuing the Technical Guidelines for Legal Abortion. It also added a filter to its facility directory to help users locate health units that provide these services and launched a WhatsApp chatbot (55 4595 0448) to provide information and support.
